Oh, yes, I'm sure it is. NP has a lot of overhead. If all you need is an AV program, my sincere recommendation is to pull Norton completely off and d/l and install AVG. It's free, low overhead, and it's amazingly good.
To answer your question, though, it completely depends on the version of Norton you have. The older versions did allow you to only have the AV portion of Norton installed, the newer versions do not. The individual components are so intertwined you can't keep just one on by itself.

Disable the various components using msconfig. That will prevent them from loading at boot time.
Start %26gt;%26gt; Run and type: msconfig.
Click on the startup tab and uncheck those programs you do not want to load at startup.
